Prof Maged Younes, Chair of EFSA’s expert Panel on Food Additives and Flavourings (FAF), said: “Taking into account all available scientific studies and data, the Panel concluded that titanium dioxide can no longer be considered safe as a food additive . A critical element in reaching this conclusion is that we could not exclude genotoxicity concerns after consumption of titanium dioxide particles. After oral ingestion, the absorption of titanium dioxide particles is low, however they can accumulate in the body”.

One common method to determine sulfate as TiO2 involves gravimetric analysis. In this technique, a sample containing sulfate is treated with barium chloride, resulting in the precipitation of barium sulfate. The precipitate is then filtered, dried, and weighed. The weight of the barium sulfate precipitate correlates directly with the amount of sulfate originally present in the sample. To express this as TiO2, a conversion factor based on stoichiometry is applied. This method, while straightforward, can be time-consuming and subject to errors in filtration and drying.

Titanium dioxide is widely used in sunscreens, skin care products and cosmetics for its excellent UV protection properties and ability to provide a smooth surface. With growing awareness of the harmful effects of UV radiation, consumers are increasingly inclined to invest in products with sun protection. This trend is expected to drive the demand for titanium dioxide over the next few years.

A few non-dietary studies have reported adverse effects in the gastrointestinal tract of laboratory animals given food-grade TiO2. However, these same effects were not seen when the same or higher doses of food-grade TiO2 were administered in the animals' diet. Dietary studies best reflect how humans are exposed to TiO2 from food. Thus, the Food Directorate placed the most emphasis on the results of these studies in the state of the science report.
