In June 2022, Health Canada weighed in on the debate, releasing a report on the safety of titanium dioxide. Their expert panel reviewed toxicity studies, including ones involving genetic damage. The expert panel found that previous studies used different forms and properties of titanium dioxide and deliberately broke the material into smaller particles than what you would normally see in food.

The RGB LED panel was made ad hoc, and configured for solar simulation white light (including the absorption spectra of the nanoparticles: 390–410). No heat was detected at the working distance. The retina of the albino male Wistar rats were not affected under these conditions, because the intensity and time of the applied irradiation was lower than the regular fluorescent lamp bulb in the room (216.65 W/m2) [34].

Titanium dioxide is a naturally-occurring mineral found in the earth’s crust. Because of its white color, opaqueness, and ability to refract light, the ingredient is often used as a pigment, brightener, and opacifier, which is an ingredient that makes a formulation more opaque. Titanium dioxide is also a UV filter and so is an effective active ingredient in sunscreens. “Unlike some other chemicals used in food, titanium dioxide has no nutritive, preservative, or food safety function—its use is purely cosmetic,” said CSPI principal scientist for additives and supplements, Thomas Galligan. “The prospect of titanium dioxide nanoparticles damaging DNA is concerning enough for us to recommend consumers avoid foods that have it.” 

In response to the allegations, Justin Comes, vice president of research and development at Mars Wrigley North America, told Health that safety is of paramount importance to Mars Wrigley. While we do not comment on pending litigation, all Mars Wrigley ingredients are safe and manufactured in compliance with strict quality and safety requirements established by food safety regulators, including the FDA.
